I offer a professional consultant project management service throughout the lifecycle of the project or programme as required by the client. This includes the project management function for the planning, executing, monitoring and control, close and evaluation of projects and programmes. The knowledge areas governing the project management process are undertaken as per the Guide to the Project Management Body of Knowledge (PMBOK).

I also offer mentoring in project management for clients who have project managers who are inter alias dealing with difficult ice breaker projects, want mentoring on challenging areas in project management or have young project managers who need to learn the relevant knowledge and skills quickly and efficiently.

Project and Programme portfolio include inter alia the Development Infrastructure sector in developing countries, Public-Private Partnerships (PPPs), Education and Training sector, Telecommunications sector, Social Housing sector and Aviation sector and extensive experience in relation to a wide range of projects (both multi-billion rand projects and small projects).

Exposure to a wide client range which covers the public sector (central, provincial and local government levels), private sector, international development agencies, non-government organizations – NGOs, tertiary education and training institutions in South Africa, institutions in some SADC countries, SMMEs and individuals. Worked on projects with international development agencies such as International Finance Corporation (IFC), Industrial Development Corporation (IDC), European Investment Bank (EIB), Deutsche Investitions und Entwicklungsgesellschaft (DEG), Japan Bank for International Cooperation (JBIC) and Export Development Corporation of Canada (EDC).

National Housing Finance Corporation (NHFC), National Presidential Lead Program Large Scale Rental Housing (Project cost: approximately R1,4 billion).
Investigation into the feasibility to establish approximately 6000 rental housing units in the low and medium social housing market in three provinces in South Africa, based on a PPP delivery model (project currently held in abeyance pending a decision to proceed by government).

Technical Advisor to NHFC senior management

New Head Office for the SA National Department of Foreign Affairs (DFA), Pretoria (Project cost: approximately R1.2 billion).
Transaction Advisor to the DFA to investigate various accommodation options for a new head office building (i.e. a PPP) and assisting the Department to take the project through the required National Treasury PPP approval processes and negotiations up to the appointment of a Preferred Bidder who will construct and operate the project for 25 years (project completed).

Lead Consultant Project Manager for Transaction Advisory Team during the planning phases of the project

Colleges Collaboration Fund: Business Advice to Further Education & Training Colleges, South Africa.
Public-Private Partnership initiative between the SA National Department of Education and the National Business Initiative (NBI) to support key areas of intervention in the Further Education and Training Colleges in the country.

Lead Consultant

New Head Office for the SA National Department of Arts, Culture, Science & Technology (DACST), Pretoria.
Investigation into a Public-Private Partnership option for DACST as part of a joint campus with the Department of Trade and Industry’s new service delivery campus (project discontinued during late feasibility study stage due to a change in strategy by DACST with respect to procuring its head office).

DACST Project Officer/Champion

SADC VSAT (Very Small Aperture Terminal) for Air Traffic & Navigation Services Company (ATNS), Isando (Project cost: approx US$ 2million).
Reviewed the feasibility of the current SADC VSAT project (including a 10-year financial model) and proposed a business case for ATNS.

Lead Consultant

Burundi & Rwanda VSAT Network for ATNS, Isando (Project cost: approx US$ 400 000).
Preparation of a business case to determine the basis for the provision of a VSAT service to Burundi and Rwanda (technology option and financial scenarios).

Lead Consultant

SADC Upper Airspace Control Centre (UACC) for ATNS, Isando (Project cost: approx US$ 6million).
Preparation of a business case to determine the basis for ATNS’s involvement in the to-be-established SADC UACC (including developing a financial model and location criteria for host country bid proposals for the Control Centre).

Lead Consultant

Mozal Aluminium Smelter, Mozambique (Project cost: US$ 2billion).
Led the DBSA due diligence into the Bank’s investment of US$ 70 million for Phases I and II of this limited recourse finance deal, as part of a multi-country lender group. Led the DBSA negotiations in London to close the transaction. Monitored the successful implementation of the project. (Project sponsors: BHP Billiton, Mitsibushi, Industrial Development Corporation).

DBSA Lead Project Manager

Celtel Zambia Ltd, Cellular Network in Zambia (Project cost: US$20 million).
Led the DBSA’s due diligence on joint DBSA investment US $10 million) with International Finance Corporation (IFC). Led the DBSA negotiations in Zambia to close the transaction. Monitored the successful implementation of the project. (Project sponsor: MSI International).

DBSA Lead Project Manager

Proparco Equity Investment, Paris, France (Equity investment: FRF 5,1 million).
Led the DBSA’s due diligence re an equity investment into Proparco, a French development finance, to obtain a 1% shareholding in Proparco as part of a mutually beneficial long term strategic partnership between the DBSA and Proparco. Monitored the successful conclusion of the deal.

DBSA Lead Project Manager

Mmabatho Fire Station & Training Academy, North West Province (Project cost: R10million).
Led the DBSA’s due diligence into investing in the establishment of a new fire station and training academy. Monitored the successful conclusion of the transaction and implementation of the project.

DBSA Lead Project Manager

Winterveld Schools & Clinics Programme, North West Province (Project cost: R10 million).
Led the DBSA’s investigation into the requirements of both the schools and clinics programmes and monitored the conclusion the project legal documentation and successful implementation of the projects in the Winterveld area. Extensive community consultations formed part of the project.

DBSA Lead Programme Manager

Odi Manpower Training Centre, North West Province (Project cost: R35 million).
Led the DBSA’s due diligence on this project, which was implemented on a fast-track construction method. Monitored the conclusion of the legal documentation and successful implementation of the project.

DBSA Lead Project Manager

Universities of the North-West (previously University of Bophuthatswana) and University of Limpopo (previously University of Venda: Various Academic Facilities (Project cost: R15million).
Investigation into the DBSA’s financing of various academic facilities (lecture halls, etc) at these universities. Assessment of the academic and physical master plans of these institutions formed part of these projects. Monitored the conclusion of the project legal documentation and successful implementation.

Lesotho Highlands Water project: Training of construction workers (Project cost: approx R1 million).
Investigation into the DBSA’s financing of the technical training of Lesotho workers to become employed in the construction of the Lesotho Highlands Water Scheme.
